you live under the misconception that the service ccp provides for your money grants you any rights to base yourself on. If you read the eula carefully, ccp has the right to ban or delete your account without further notice or explination.
Why someone who brings illegal activities into the community should be banned is kinda obvious. If you cant see that just go with the explination that ccp will do alot to protect their community from dying because some ppl cant be reached by legal methods. If enough customers get miffed off or eve gets the news of criminals beating up your homecomps/sites sticked to it, its bad for business. Bad for business is bad for profit and bad for profit is bad for ccp.
All of the above only applies if they actually took steps and ppl just didnt fk up the nametyping. Cba to check myself.

Sorry but you internet lawyer thinking wont work. Unless serious rl cash damage is done no police will investigate, especially not if the hacker is sitting in a "3rd world country" (atleast law wise compared to european and us standards).
So no police will ever launch an investigation or come to a result which can be presented to ccp. The question however remains if ccp should ban players which destroy the gaming experinence by dubious rl means, especially if there is a greyzone where right or wrong cant be covered by law.
As for the rest of your babbeling about "banning ppl who work against bob" im sorry to inform you but other entities have stated to very same accusations against said person. Those groups are not in any way or form allied to bob or wish them well ingame either. Take your tinfoil hattery elsewhere, i know i would most likely quit -a game- if ppl started to intrude my computer, my privacy or my webspace beyond the avatar level just to maybe find something they could sell for isk to ppl who dont give a damn about the source of their information aslong as its muddy and sticking to your opponents.
Last but not least dont forget that no "they did it first" or "they did something i personally feel equally wrong" makes anything this dude does right. Tell yourself that its all legit aslong as he sticks it to your opponents but ask yourself how long it will take till your own stuff is out.

you said it, in "your opinion". The rest of your post also shows that you have a rather thin knowledge of the whole thing. Just because something is not illegal somewhere on this world it doesnt make it right.
Hacking into european servers or webpages is always illegal no matter where you are from because the location of the server usually give the legal ground not where you are from.
Persecution and punishment is where the problem lies with his activities. Albeit illegal youll find no authority over here following the case because its "minor damage" and not worth the hassle to get shouldered off from a country which doesnt follow the same laws and has no law treaties with either the EU or the US wrg to internet crimes.
In short: He commits a crime but he wont get sentenced. Simply put there is nothing you can do against him, even if he would break into your computer, dos your ts or server or anything else which doesnt cause enough financial damage to get the burecracy moving.
All of the above doesnt make it legal as defined by law tho. While entering a ts server with a given password is.
